Why won’t my Ralts and Duskull listen to me?

Question

So I traded over a female Ralts and Duskull from platinum to Pearl, and they won’t listen to me! Ralts just ignored me and instead of Confuse Ray, Duskull used Astonish! They are below level twenty, my current level cap, so why are they ignoring me? Does it have to do with Platinum to Pearl? I’m confused!

I haven’t played in a bit, so I only have one. I’m working to train everyone on my team to level twenty (except Piplup so she can learn Bubblebeam) Ralts and Duskull are about level 18 right now.

In Diamond/Pearl, the highest level traded Pokemon can be before they start disobeying you is only increased every 2 badges. Since you only have 1 badge currently, traded Pokemon level 10 and under will always obey you, whereas traded Pokemon at a higher can disobey until you get enough badges
