Yes. Hidden Ability Pokemon Spawn in Tera Raid Battles and become more likely the Higher the star level. However, Tatsugiri only has a 5 Star Spawn, so the chance isn't very high. The best way to see would bring a Pokemon with a water type move to see if it triggers Storm Drain.
From personal experience, I find Fire Terra Raid Tatsugiris have an increased chance of Having Storm Drain to make the fight more difficult.
