Why is my Weavile not learning Ice Shard in Legends: Arceus?

Question

I tried everything for my Weavile but it still can't learn Ice shard, but my other Pokemon in Legends: Arceus learned Ice shard using the same way. But can items help?

You will have to teach it to it manually if you don't have it, as it learns the move pretty early.
