According to Bulbapedia the status of Basculin's White-Striped Form as a regional form is inconsistent between various Pokémon media.

Evidence for

  • In Pokémon Legends: Arceus, Professor Laventon refers to White-Striped Basculin as a regional form in its Pokédex entry.
  • White-Striped Basculin is treated as a Hisuian form in Pokémon HOME.
  • In the Pokémon Trading Card Game, Basculin cards featuring the White-Striped Form use the name "Hisuian Basculin".

Evidence against

  • White-Striped Basculin is the only region-exclusive form that doesn't follow the standard naming convention for regional forms. All other regional forms are named after the region they originate in, with region name preceding species name, such as "Hisuian Sneasel" or "Alolan Meowth".
  • Pokémon Scarlet and Violet does not internally classify White-Striped Basculin as a regional form. Therefore, while breeding, a White-Striped Basculin or Basculegion parent is not required to hold an Everstone for the offspring to hatch into White-Striped Basculin.

Due to these evidence factors, is White-Striped Basculin considered a regional Hisuian form or an alternate form like Red-Striped and Blue-Striped Basculin?

There's no way to really answer this question, but according to Bulbapedia, White-Striped Basculin isn't naturally found in S/V and can only be obtained using Pokémon Home. This means White-Striped Basculin can only be found in PLA, similiar to other regional Pokémon that can't be obtained naturally in other games(in-game trades with NPCs or Pokémon home isn't naturally finding a Pokémon) except their own.
I think it is definitely a regional form, but because of the difference between Red and Blue Stripe Basculin, they just call Hisuian Basculin White Stripe Basculin to make it less confusing
If official sources conflict with each other, then shouldn't the answer just be "kind of" instead of yes or no?
@Monkey If it is a regional form, can you explain why white stripe Basculin doesn't need an everstone to lay white stripe Basculin eggs?
Since all Basculin eggs take the form of the mother, that makes sense.

Considering Bulbapedia says "The status of Basculin's White-Striped Form as a regional form is inconsistent between various Pokémon media," I think the "kind of" answer is probably the most correct.
