It seems to be every type... I know it's base is normal. Someone please explain it to me

All forms of Terapagos are Normal types. When its Normal Form enters battle, it will transform into Terastal Form immediately. If the Terastal Form Terastallizes again, it will enter Stellar Form and have the highest stats of the three.

I believe some sources misattributed this "Stellar" form as being a new type exclusive to Terapagos, which is incorrect. As stated, it is consistently a Normal type. The Stellar type is a new type that any Pokemon can take on when Terastallizing, not just Terapagos.

How does one obtain the ability to Terastallize into Stellar Type? Can every Pokemon do it along with their own Tera type or is there a different interaction?
Stellar Tera is its own Tera Type that gives STAB to every attack the user has, but only once for every type.
But can any Pokemon use it at any given time like the regular Tera type
Yes. Like Amethyst said, any Pokémon can have the Stellar Type. Basically it’s another type to Terastillize into. The link provided explains this further.
How do you unlock the ability to do it though?
I don’t have the DLC, but based on what I’ve found, you need Tera Shards for Stellar. So I guess you collect 50 from Tera Raids and give it to the chef.

I've played the DLC, and there aren't any Stellar raid battles. However, you can catch Pokemon with the Stellar Tera Type out in the wild around the Terarium after you finish both main stories, with each Pokemon you beat giving you 10 Stellar shards. Look for Pokemon with a bright blue glow, and when you fight it, STELLAR!
