Does tailwind affect beast boost as it increases the speed stat, and sticky web as it reduces the same?

No, Beast Boost does not take Stat Stage changes into account, nor is it effected by Tailwind. It also ignores stat changes from Items and status conditions (Burn, Paralysis).

The only moves that can change the stat boost that Beast Boost grants are Guard Split, Power Split, Power Trick, Speed Swap, and Wonder Room.
