If my Lickitung learned Rollout, why isn't it evolving?

My Lickitung learned Rollout, but it didn't evolve into Lickylicky. It's in Gen 4, and it doesn't have an Everstone or anything, but it won't evolve. Also, can it still evolve if you use the TM for Rollout?

You might have to level it up.

You have to level it up while it knows the move.

Source: I looked it up. The DB doesn't specifically mention the level up part.

Edit: The only Rollout TM was in Gen 2. I assume you mean the Move Tutor, but yes, that should work, just level it up.
