Can you change the language in Pokemon black & white?

I found a copy of Pokemon black online, but it's japanese. I'm wondering if I can change the language in the game?
I haven't found any answers on Youtube.

You cannot change languages in-game until the Generation 6 games, so no, it is not possible for you to play that copy in English.

Nintendo 3DS games are also region-locked, meaning that you can only play games that have the same language and nationality as your own console. This means that Japanese cartridges are not playable on an English console, and vice versa.
