Why my Great Tusk began to nap from nothing?

Obedience is a mechanic that causes Pokemon to disobey if they're overlevelled. If you have seven or fewer Gym Badges, your Great Tusk will occasionally ignore your orders: its lowest possible level is 57, while seven Gym Badges makes Pokemon up to Level 55 obey you.
