I lost Mr. Briney and now I am stuck?

Question

So I defeated the second Gym Leader and then went with Mr. Briney to slateport City. Here I lost a fight and the game Tool me to the Pokemon Center in Rustboro City. How can I come back to Slateporr City now? I cant surf there, Mr Briney is still in slateport City and I cant go through the Tunnel because I have no Rocksmash yet.

What was the last Pokemon center you went to? If it was Slateport, just catch a ralts and teleport to there.

If you white out before you can use surf, Mr. Briney will be at whichever dock is still accessible to you.
