Version- exclusive as in only in one of a duo, trio, or quartet of games, such as a trainer being in scarlet but not violet, or crystal but not gold or silver.

Are you counting trainers you see (e.g. Courtney is battled in Ruby but only seen in Emerald)?
Not sure what you mean by quartet of games, are you referring to B/W and B2/W2? Completely different games, not different versions.
@ J™ yes that does count. As for your question, @Hellfire Taco, i was kind of thinking in terms of generations and storylines. For example, Red, Blue, Green, and Yellow, the ones I specifically had in mind, all follow the same story, so that would count as a quartet of games in my mind.
So, is it like any trainer? and also, If I have Trainer Bob with a level 12 rattata in pokemon gold/silver, would they be exclusive if you have a Trainer Bill with the same pokemon in crystal?
no, only ones with direct counterparts in the other mainline game(s) in that generation. so if bob was to bill as sada is to turo, then yes, bob and bill would be version- exclusive.
So like gym leaders and evil team members, not random trainers
well yeah I guess, but if there are any random trainers that have a direct counterpart in the other game(s) in the duo/trio, then they do count, and if the gym leaders are the exact same in both/all of the games, then they don't.
