In Pokemon Ruby, the shiny odds are 1/8192, and as mentioned by sumwun in the comments, there are no methods like the Poke Radar or the Masuda method to increase the odds. Unless you're open to using cheats or RNG manipulation, your only option is to challenge the odds, running around until something finally shines.
When it comes to the actual hunting, if your leading Pokemon has the ability Illuminate or Arena Trap, it will increase the likelihood of you encountering a wild Pokemon. Doing a bunny hop with the Acro Bike by holding the B button or using the move Sweet Scent outside of battle can help you get wild encounters without taking steps which is useful for the Safari Zone or if you're doing a Repel trick (not an expert on this but a repel trick is basically leading with a certain leveled Pokemon and using a repel to phase out some of the encounters so it's more likely you'll encounter your target).
Another general tip is to acquire more consoles and games. More games won't increase the odds, but they will increase the amount of encounters you get at once so hopefully, you get your target sooner than if you had one console. If you're serious about shiny hunting in general, I would definitely recommend this, given you have the funds.
also I know questions about emulators technically aren't allowed but if you have speed up that will help you get encounters quicker.
Side note, Flame Body only speeds up the hatching process in Emerald onward so I would definitely stay away from egg hunting unless you're just really determined to do so. If so, use the Mach Bike and pray for good luck.
