Assuming that it is SV OU or Monotype, Sandy Shocks presents itself as the most viable option. Sandy Shocks is decently fast, sitting at 101 speed and has access to Stealth Rock and Spikes in its moveset. It has Volt Switch to pivot out of a bad situation, and it as well as STAB Earth Power do decent damage from its 121 special attack even without much investment. In addition, if you so desire, Shocks also has Light Screen and Reflect, so it can set up those as well.
Sandy Shocks doesn't really have much competition regarding electric type hazard setters. In SVOU only three fully evolved electric type Pokemon learn stealth rock, namely Sandy Shocks, Iron Thorns, and Golem-Alola. Iron Thorns shouldn't be used as a hazard setter as it usually wants to sweep, but it's generally worse than Sandy Shocks due to being pretty damn slow (71 speed outspeeds almost no offensive Pokemon and it's also an awkward speed tier to use in trick room) and Golem-Alola can be useful with Galvanize Explosion or Sturdy Custap Berry Explosion, but Sandy Shocks is better due to being able to pivot out in the case of the opponent having a hazard remover and repeatedly being able to set up hazards and switch out. Golem-Alola, on the other hand, is immensely slow and has the same terrible defensive typing as Iron Thorns. Note that without an air balloon, those two fear Great Tusk immensely, which Sandy Shocks, while still pretty useless against Tusk, can at least hit it on its significantly weaker special side for decent chip damage with Earth Power, and max spatk investment makes sure that even non-AV defensive Tusk variants can't just switch in freely.

Regarding Spikes, there are once again three Pokemon: Sandy Shocks, Iron Thorns, and Pincurchin. Iron Thorns is of course immediately excluded, but Pincurchin is actually pretty decent on paper. Having access to Toxic Spikes in addition to Spikes, as well as other utility moves like Pain Split, Recover, and Memento (ignoring Thunder Wave because basically every electric types get it) makes it seem viable, but its speed is so incredibly slow (slower than Golem, even) that it is easy Taunt bait, while Sandy Shocks at least has the option to switch out faster due to Volt Switch if it is taunted, which is a move Pincurchin lacks. Its 48/95/85 defensive stats is also nothing to write home about. Sandy Shocks has 85/95/85 which is significantly bulkier. Once again, Pincurchin is dead to Great Tusk, as its only move that can hit it effectively is Liquidation, which isn't even STAB and, though Tusk is weak to water, is a physical move, meaning even purely offensive Tusk variants can take it well, and, once again, Pincurchin is dead to any Tusk ground STAB.

Besides Sandy Shocks, if you are looking for Sticky Web in terms of another hazard, you have two options in Galvantula and Vikavolt. I would recommend Galvantula over Vikavolt due to the faster speed tier, but it all comes down to whether you value more speed (Galvantula) or more power and bulk (Vikavolt) and personally I would go for the one with more speed, as your hazard setter isn't usually the Pokemon you want to be dishing out heavy hits with (which isnt saying that Compound Eyes Thunder is weak).
