Is there any way to get a Electric tera Shedinja in Showdown?

Question

So, I learned that an electric tera Shedinja with air balloon would be invincible to anything except for tic damage with its wonder guard, making it so if you paired it up with a Miraidon, a Tapu Koko or a Pincurchin, it'd be literally invincible. So what I'm wondering is, is there any format that allows both a) all Pokémon, and b) tera.

Pardon my stupidity, why do you need an electric terrain setter?

cause your electric type pokemon are immune to status conditions in electric terrain if you set it up

Maybe in Pokemon champions you’ll be able to have Tera electric shedinja

There is no format with a ladder in which Tera Electric Shedinja is legal. You can, however, challenge someone directly to either National Dex Anything Goes or a Custom Game.

For anyone curious, I believe NatDex AG formerly had a ladder, but no longer does thanks to this very idea itself, Revivecats, No Guard Fissure Machamp, and a lot of other sets being miserable to play around.
