Is Scizor still useful for Baton Passing in competitive play in Gen 4 onwards?

Which game? Are you playing a specific format? Is this for playthroughs or competitive.

I don't have much experience with baton pass, but if you're trying to do a full baton passing team, there are probably better options than Scizor. If you're just baton passing in a more casual team, then I think Scizor is fine.

Baton Pass strategies are completely banned in singles in Gen 4 onwards in all Smogon rulesets (with the exception of Gen 5) and not very viable in doubles and VGC due to its fast paced nature (don't quote me on this, I dont know much about VGC), so I would say that overall Scizor is NOT useful as a Baton Pass user currently. Baton Pass Scizor was somewhat useful in Gen 3 and Gen 2 OU though. I think back when Baton Pass was allowed in Gen 4 singles it was used in some Baton Pass chains but is no longer used due to BP being banned.

No, Scizor is NOT viable as a Baton Pass user in any major competitive format from Gen 4 onwards.

Using Baton Pass to pass stat boosts to other Pokemon is completely banned in singles in Gen 4 onwards in all Smogon rulesets and not very viable in doubles and VGC due to its fast paced nature, so Scizor is not useful as a Baton Pass user in the current meta. In the past, back when Baton Pass stat-passing strategies were allowed in Gen 4 OU, Scizor was used to pass Swords Dance, Agility or Iron Defense boosts to other Pokemon, but this is no longer the case as those strategies are now banned.

(The DPP analysis does claim Scizor can use Baton Pass, but that is because it is out of date and was presumably written before the current Baton Pass restrictions were put into effect.)
Note: For this answer, major competitive format means format/ruleset that is defined on the Smogon website and has or had a ladder of Pokemon Showdown! . Also, Baton Pass is not completely banned but you cannot use with a stat boosting move or trapping move in Gen 4 and Gen 5.

Baton pass isn't completely banned, but you can't use it with a stat boosting move. This makes it almost completely outclassed by U-turn (except in rare situations, like when your opponent uses protect).
