Why is Scizor UU in Gen 9?

Kleavor is Uu which makes sense but Scizor is also Uu right now. WHY? Scizor is way better than kleavor I thought?

this is based on Pokemon showdown. I'm new sorry if I did something wrong

Are you referring to Singles or Doubles? In Singles, Scizor is in SV UU (and UU in NatDex formats) while Kleavor is in RU(Also RU in NatDex formats). In Doubles, Kleavor is DUU(Doubles UU) while Scizor is (DUU), meaning it is below Double Used.
