Kleavor is Uu which makes sense but Scizor is also Uu right now. WHY? Scizor is way better than kleavor I thought?

Are you referring to Singles or Doubles? In Singles, Scizor is in SV UU (and UU in NatDex formats) while Kleavor is in RU(Also RU in NatDex formats). In Doubles, Kleavor is DUU(Doubles UU) while Scizor is (DUU), meaning it is below Double Used.
A Pokémon’s tier is solely determined by its usage. Scizor might be a good Pokemon, but if its usage does not cross the threshold requirement for OU (4.52% usage rate), it will not be classified as OU.
Scizor isn't the most "viable" Pokemon in OU either. If every Pokemon got usage according to its viability, Scizor probably still would be UU.

First, the tiering cutoff is 4.5%, which means that a lot of "good" Pokemon (like Scizor) will still drop to a lower tier.

I honestly think that SD and utility are garbage, and the best set is CB. Scizor has a really important trait of being an anti-offense mon with BP that also helps against the mighty Kyurem, but against balance or fat it can be quite uncomfortable, because the birds (Zap and Molt) are everywhere and they can punish it with Static/Flame Body. Corviknight is more manageable thanks to CB Close Combat being neutral. Also without the right prediction you give free switch into Pokemon like Gholdengo (althought you can pop it's Air balloon with U-Turn) or Iron Valiant

This doesn't mean don't use Scizor, it just means you should make sure you have a good reason to use it over other offensive steels like Heatran or Kingambit. And again, tiers are based on usage, so the only real way to answer this question is to survey a bunch of OU ladder players and ask them why they aren't using Scizor.
