Whats up with Hgss levels?

so I'm in mahogany town team rocket base after just beating jasmin who had a level 35 Pokemon and my highest was 32 now I'm here and theyre all like level 16 to 24 so like am I under leveled or overleved?? this is the same whack that was going on with silph co in frlg

Pryce's strongest Pokemon is in level 34, and the next gym leader's strongest Pokemon (Clair) is in level 41. So, I think you need to train more before Clair (Considering you already have a team of 6 and have beaten Team Rocket's Radio Tower Takeover)

You can do the story events after Ecruteak in multiple orders in HGSS, which can make the levels feel wonky.

In HGSS, the section between Morty and the Radio Tower is non-linear. You can defeat Chuck, Pryce, Jasmine, and the Rocket Hideout in whatever order you want, as long as you defeat Pryce after the Rocket Hideout. The trainers in all of these areas have low levels so the player can go to any of them first and not be underleveled.
