Assuming by championship you mean competitive battling format?
I don’t if you are familiar with Magic The Gathering, but there is a format called pauper where only common cards are legal. I was thinking in something similar in Pokémon, where legendary and mythical is banned. So yes, competitive battling format. Does it exist?
VGC often bans all legendary Pokemon with high stats (like more than 600 total), but I don't think they've ever banned the less powerful legendaries like Suicune or Regice. Smogon's lower tiers ban all Pokemon that are popular in higher tiers, which is usually most (but not all) legendary Pokemon.
There are Smogon tiers with no legendary Pokemon that are legal, and tournaments for those tiers, if that's what you wanted to know.
Mesprit is legendary and is currently legal in every tier (because it sucks).
I literally just found out VGC Reg H bans all legendary and paradox Pokemon. I guess that's one answer.

VGC occasionally has formats that ban all legendary (and paradox) Pokemon. The only 2 of these formats for gen 9 so far are Reg A and Reg H.
