I want to see if a magnet rise metagross can use bullet punch on a psychic terrain. Gen 9 if that helps.

Psychic Terrain creates terrain that envelops the field and replaces the background environment and any other terrain that is already in effect. The terrain fades after five turns.
This terrain has the following effects on Pokémon that are on the ground and not in the semi-invulnerable turn of a move.
Affected Pokémon become immune to opponents' moves with increased priority (including moves boosted by Prankster, Gale Wings, or Triage).

So the answer is technically yes. A magnet rise Metagross in psychic terrain can get hit by bullet punch, but still can't hit a grounded Pokemon with bullet punch.

Yes magnet rise does make the user immune to terrains like misty or electric terrain as it raises the Pokémon and raising makes the Pokémon immune to terrain
