In case you are not aware, when you terastalize, moves of your tera type that are not priority or multi-hit that are under 60 BP become 60 BP.

What I want to know is this: does Technician activate first or does Tera activate first? Here's an example. Say my Scizor terastalizes into the Steel type, and uses Metal Claw, a 50 BP move. If Technician activates first, it would make it a 75 BP move, and Tera Steel wouldn't do anything, because it's no longer under 60 BP. However, if Tera activates first, it would make it a 60 BP move, and Technician would boost it to 90 BP. Would Metal Claw be a 75 or 90 BP move?

The Terastallization boost check is performed after Technician activates. In your example, Metal Claw would be a 75 BP move.

Additionally, moves of the Tera Type that have a base power below 60 are increased to 60 base power; this is checked for after Technician's boost.

Technician activates first
Source: I went on showdown, tera'd my technician scizor, and used metal claw. I used metal claw 3 times then used iron head. If the tera activated first, at least one of the metal claws would have dealt more damage. But iron head dealt more. This means that technician activates first
