tornadus and the other ones are 100% male, hatterene is 100% and female indeedee is used more competitively so which gender is used more in the grand scheme of double battles in gen 9?

I'm not too big on competitive and I'm unfamiliar with doubles, but I'm 89% sure female Indeedee is more common in doubles because it has a more supportive movepool and different stats compared to male Indeedee that allows it to have more relevance in the doubles scene. Some gender form Pokemon, especially from the more modern gens, have learn pool or stat changes that make them different from their counterpart aside from a visual change, and in the competitive scene, movepools and stats are the reason those Pokemon are picked over the other form, not because the players simply like one gender better.

Although there are some abilities that have gender based effects and I'm sure some people have used gender mechanics to their advantage before (I remember seeing a short about how using Female Greninja was a disadvantage in Gen 7 because it revealed you weren't Ash-Greninja, which can only be male), the majority of the time, a Pokemon is going to be competitively viable and more common because it is good stats/typing/moves wise, not because it is a specific gender.

Basically, if there's more of 100% male Pokemon used, that's likely because the Pokemon themselves are great in battle and happen to be locked to a specific gender. As for most normal gender ratio Pokemon, outside of probably a few select examples, a gender might be more common out of randomness or player preference for their teams.
Agree ^ , just wanted to add how in certain generations, Female was the best gender for SpA attackers, as Female Sableye were running Captivate, for the Genies, so if you were Female, you wouldn't be affected by it

I looked up the usage stats for gen 9 doubles on pokemon showdown and there's whole bunch of male only or mostly male at the top of the list such as Primarina, Incineroar, Rillaboom, Landorus, Landorus-Therian and Tornadus at the top of the usage statistics. In contrast there are only 5 female only mons or mostly at the top of usage statistics. Based on this, it's most likely that male pokemon are more common than female ones in Gen 9 doubles OU. I will post a full answer later with mathemical proof.

ok but just know that also includes pokemon like incinaroar cause I want to know wether it is more used male or female.
Just curious, is there a reason you wanted to know which gender is used more?
For example, male Incineroar is likely used more because it has a higher male to female gender ratio (87.5% male compared to 12.5% female), not because male incineroar has a competitive buff that makes it better than females.

Basically, I just want to know why it matters to you.

In order to determine whether male Pokemon or female Pokemon are more common in gen 9 doubles, I'm going to look up the usage statistics from Pokemon showdown ladder, tally the usage stats of frequently used male and female Pokemon and compare them against each other. For Pokemon with a naturally even gender ratio, I'm going to assume half of them are male and the other half female. For the sake of simplicity, I'll only consider Pokemon with more than 3% usage rate. My numbers will not be exactly accurate, I'm just going to get a rough estimate.

Male only Pokemon: Landorus-Therian(6.3%), Landorus(10%), Tornadus(11.8%), Indeedee-M(3%), Grimmsnarl(7%)
Usage percent: (6.3 + 10 + 11.8 + 3)% = 38.1% 
Mostly male Pokemon(87.5% male to 12.5% female ratio) : Incineroar(31%), Rillaboom(14%), Primarina(5.6%)
Usage percent: (31 + 14 + 5.6) * 0.875 % = 44.2%
Female only Pokemon: Ogerpon(all three forms) (21.5%), Indeedee-F(12.4%), Cresselia(7%), Hatterene(7%), Hisuian Liligant(3%)
Usage percent: 49%
Mostly female Pokemon(87.5% female to 12.5% male ratio): None
Mostly female Pokemon(75% female to 25% male ratio): Alolan Ninetales(7.7%)
Usage percent: 7.7% * 0.75 = 5.775%
Total usage percent of male only or mostly male Pokemon: 82.3%
Total usage percent of female only or mostly female Pokemon: 55.7%

Assuming all other Pokemon are either genderless or have an even split between male and female, male Pokemon are more common than female Pokemon in gen 9 doubles OU. This is because of some specific Pokemon who are either male only or mostly male that are high up in usage statistics like Incineroar, Landorus etc. For Pokemon that have no functional gender differences and even split in genders(the vast majority), there is a near 50-50 split between male and female.
Let me know if I messed something up here, there's a lot of mons in the raw usage stats and something could have easily flown under my radar.
