You will be able to trade and battle using at least local commutation, there will be more info about it on Feb. 27 at 6 AM. PST. (It will be available to play right after the Pokemon Presents live stream)
In the description of the YouTube video, it says it will be digital only. On the Eshop page it is 20 dollars USD, and they are making separate versions for Spanish and French if you wanted to know that. There is not much else info otherwise.

I found that when the announcement first came out the eshop said that it would have HOME support eventually but now it does not say that, so make of that what you will.
