Game Play Question for Pokemon TCG?

How would this attack play out; the attacking Pokemon, Mega Diancie EX from Phantasmal Flames card # 041/094 uses its Garland Ray attack which has an effect allowing the player to discard up to 2 energy and each energy discarded does 120 damage for a total attack damage of 240. The defending Pokemon is a Mega Lucario EX from Mega Evolutions card # 077/132, has a Rocky Energy from Perfect Order card #087/088 attached to it, which prevents all effects of attacks from opponent’s Pokemon, damage is not an effect. Would the Mega Diancie still deal 240 damage (if it does, is the discarding of energy to deal damage not an effect of the attack? What are effects?) or being that the discard IS an effect of the attack would it not do any damage?

Diancie would still attack and discard the two energies. The attack from the mega diancie says to discard up to two energies to attack, each discard doing 120 for a total of 240. That is how the attack works not an effect. Effects of attacks come after the damage is done. Discarding the energies is before the damage is dealt because you need to discard them first to deal the damage.
