Will Kukui's +20 Attack make Raticate BREAK's Super Fang kill?

Will raticate breaks super fang attack which say "put damage counters on your opponents active Pokemon until its health is 10 hp" after using professor kukui (the draw 2 and your attacks do 20 more) will ratticate kill? Because it does 20 more after the initial attack that brought health to 10hp

No, Pokémon TCG ruling considers dealing damage and adding damage counters distinct from one another. While dealing damage outright is an attack, placing damage counters is considered an effect. Effects cannot be boosted by outside effects that would otherwise increase or decrease damage, such as Kukui's +20 Attack increase. If the card specified to deal damage until the Pokémon was at 10 HP, then this would be possible.
