I transferred one from GO to the Pal Park at a really low level (like level 2 low), but when I threw Excellent Thow Ultra Balls at it, every single time, it shook twice then broke out.
I tried without a Berry, with a Razz Berry and with a Golden Razz Berry, and each time it shook twice then broke. I tried at least five balls and probably more; if you actually can catch them, how unlucky did I get?

Meltan has a really low catch rate so your probably just getting unlucky.

it seems the way to do it is in GO.

Yes, you can. I have caught one myself.

Meltan has a base catch rate of 3 (1.6%). It is very hard to catch. While trying to capture it, you should see that the capture target ring is Red.

Ring | Catch Rate
Red | 0-32
Orange |  32-64
Yellow | 64-128
Green | 128-255

You can enter two player mode by using two joycons disconnected and shaking the spare one, and you can have a second player join you (it can be yourself). If you throw the ball together, you have an increased capture rate.

Continue to use Razz Berries and Golden Razz Berries with Ultra Balls, and in two player mode if you have detachable joycons.
