Is there any reason why specifically the Pokémon Gold sprites for Celebi are different then the others?

This isn't unique to Celebi. Many Pokemon in Gen II have different sprites between games.
specifically gold though. Why does silver and crystal share sprites while gold doesnt?
hmmmm perhaps when making crystal they didnt want to make more sprites so they simply picked their favorite of the two
