I was playing a battle in champions when my Toxapex used toxic but it said it failed against the mega slowbro.

Did the Mega Slowbro already have a Status Condition? Either that or Mega Slowbro being behind Substitute is my best guess.

Yeah the move will target the still alive opponent.
No, it doesn't; I lost a game to a Politoed when I misclicked and went for Giga Drain into my teammate's empty slot
He could've been playing Singles, if that's the case we can rule out the possibility of an empty-slot misclick
Never mind I think slowbro had a burn.
if you target the empty enemy slot it will redirect to the other opponent. If you go for your Teammates empty slot it won’t redirect.

Slowbro had a burn and you can’t poison an opponent that already has a major status condition.
