I would say Xatu. It has better overall stats. Also, I believe it has a better moveset.

I would say Noctowl because it can learn Sky Attack with a Heart Scale.

True. It's just like Gengar in Gen. 2. It can learn shadow ball and get STAB, but it's attack isn't high enough for it to make a real impact. Learned that lesson the hard way.
