Do you EVER meet Bill in B/W?

I ask because I'm getting annoyed of it saying "Someone's PC"...and if you do,do you get an Eevee in the after-game?

Bill is not foumd in B/W so you do not obtain an Eevee either. The name of the Person in the PC is Amanita, and she can be talked to in Striaton City in Fennel's lab. Talk to Amanita and you lose the name "Someone's PC" and gain the name "Amanita's PC"

Not in black/white. You can't get an eevee unless you transfer it from a earlier version to B/W.
