Can the lucky egg exp boost stack with the different ID number exp boost?

EG. Dusknoir transferred from Platinum to White battled a Pokemon that would usually give off 1000 exp. It would get 1500 exp. If it was holding the lucky egg, would it get 1750 exp, or would it have no effect?

Yes. Simple as that.

Both boosts multiply experience gain by 1.5. 1,000 * 1.5 * 1.5 is 2,250, not 1,750.
