Considering how common Kyogre is, I would even consider using thunder, since it would get 100% accuracy.

DT makes a great point; if Kyogre were to appear, Thunder would get 100% accuracy.
However, if Kyogre isn't there, it'd be a small issue (but still massive damage if it hits).

I would suggest Thunder as the 100% accuracy due to enemy Kyogre's Drizzle would be a dangerous coverage against all water and flying types, and on the cases when Kyogre doesn't show up, you'll probably have much better options than Thunder
