How do you get a dragon scale on platinum

Question 1

I want to evolve my seadra but i don't have a dragon scale, how or where do i get it?

Question 2

Wild Horsea and Seadra has a 5% chance of holding a dragon scale when captured in the wild, that's the only way to get a dragon scale in platinum.

However please don't ask questions like this on pokebase, these can easily be looked up on serebii.net or Bulbapedia and such, even youtube!
