Lotad + Giga Drain as an egg move in IV gen?

Can Lotad have Giga Drain as an egg move in IV gen? Serebii says no and Bulbapedia and this site says something, I don´t quite understand

I checked Bulbapedia, and in Gen IV, it says that Giga Drain is not an egg move for Lotad.

well its actually a tm in gen 4 so it dosnt require breeding

Yep, you can find it on route 209, you have to use surf on the right side of the rock that is in the water near the kid in the pikachu costume.
