Where did all the Gastlys go?

I just got my soul silver I waited till night time is Sprout tower and pokemaster said the rattatas and decreased to half and the ghastlys show up in a high rate but all of the Pokemon in there is RATTATAS it is irritating they are murdering my pour Togiepie is there a way that I can get ghastly PLEASE help me

It seems that your luck is just horrible, although I would go to the 2nd or 3rd floor if you aren't already, because those are the only floors they show up on.
