Does Static work both ways?

So the desription for the ability says, Contact with the pokemon may cause paralysis. This usually works if the opponent uses a physical move against the pokemon with static. But does it work if the pokemon with static uses a physical move against the opponent?

No it doesn't it has the opponent that hits the pokemon with static
