Do I have to have a pokemon with the ability swarm 1st in my party to be able to get Houndour?

I have a pokemon with swarm but I don't know if it has to be 1st in my party,but I do know that it has to be in my party (this is fifth gen).

No you can get houndour as a swarm pokemon you dont need to a pokemon with the ability of swarm at all.
