If an opposing/partner Pokemon absorbs an attack, will beneficial effects occur?

If you use Charge Beam and a Pokemon with Motor Drive/Lightning Rod absorbs it, does the Pokemon who launched the attack have a chance to raise SAtk? Also, if you use Scald on a Pokemon with Storm Drain/Water Absorb, is there a chance of burn?
