What does it mean by "Special" Headbutt in Heartgold?

I want to catch a Starly but in the location it says in Pewter City with a Special Headbutt?

well, in HG and SS the move HEADBUTT can be used outside of battle, to knock pokemon out of trees, and start a wild encounter. This person demonstrates this in their video, actually using headbutt to catch a starly ( yayz ) http://www.youtube.com/watch?v=b3A3xC9fY_k

so that's what the trees look like, just do what that person did XD

In HGSS, Headbutt trees are visually indistinct from normal trees, and their locations vary somewhat depending on your TID/SID. The article has more info: https://bulbapedia.bulbagarden.net/wiki/Headbutt_tree#Generation_IV
Realistically, the best thing you can do is headbutt every tree you can in the area until one spits out a Pokemon, and when it does, use the encounter tables in the same article to figure out if that tree might eventually give the Pokemon you want. If it won't, try the next one. There are enough working trees that this shouldn't take very long.
