base stats won't rise?

ok so I have a scraggy and I want it to have max sp defense and defense evs. I gave it 10 defense ups and sp defense ups and have been giving it many wings. every time it says that its base stat rose but its stats are the same. this has been going on forever. how cann i max it out?

The Stat raising vitamins do not raise stats directly but what they do increase is EVs these will probably not show right away especially if the Pokemon is a low level. For more on EVs: http://pokemondb.net/ev
