When do I get the Pokewalker and Pokeradar in Platinum?

I really want a Nincada and Flaffy but you can only get those with the Pokeradar.Please help!!!

You get it after you get the national dex. Pokewalker is HG/SS only.

Talk to Professor Rowan after completing the Sinnoh Pokedex, he will give you the PokeRadar.Poke walker is exclusive to Heart gold & Soul Silver
