I assume you mean Phanpy and Manaphy? Phanpy is acually at Canyon Entrance and Seavault Canyon. Manaphy is an event >Received from Pokémon Ranger from Fiore, Almia, or Oblivia (Egg) -Bulbepedia
You get manaphy fro an event, and if you breed it with a ditto, you get a phoine. Phanpy you can find at seavault canyon and canyon entrance
