Is Cresselia an event?

I have a Darkrai, and now I'm trying to get a Cresselia. So I tried to search for it, but I can't find it in Platium. Then my friend tells me it's an event. But my other friend says I can find it in-game. So, which of them is right? Event or In-game?

In game. Once you've completed the Pokemon League and a load of other stuff, go to the sailor's house in Canalave City where he is having bad dreams (linked to the Darkrai). You will be sent to an island and you see it but it's a roaming Pokemon.

I haven't played it in a while but this should help. This link has all you need to know. I believe it's lv 50. Correct me if I'm wrong.
