How do I get the Pikachu colored Pichu?

The Serebii page said I needed to bring the Pikachu colored Pichu into the Ilex Forest....but what is it, and how do I get it?

Pikachu-coloured Pichu is an event Pokemon for Diamond, Pearl, and Platinum that can still be claimed through the DNS Exploit, which uses fan-hosted servers to access old Mystery Gifts. This method will specifically net you the Spring 2010 Pichu, which will activate the Spiky-eared Pichu event when brought into HeartGold or SoulSilver.

Unless they make another event for it, or if you used a cheat device to get the event pikachu.

Hold on.  I first thought that the Pikachu-colored Pichu is just a shiny Pichu.  Can't you just get a shiny Pichu????
