This guy's one of the most frustrating pokemon I've seen, poor movepool, poor stats, but his design makes him one of my favourites.
His stats are ok its just his speed

Seed bomb-Good power, STAB, more reliable than power whip

hidden power [rock]- he has decent special attack, and this would cover nearly all of his weaknesses

crunch-good power, unexpected attack

swords dance- powers up moves

Power Whip or Seed Bomb to Start for some STAB.

Crunch, for some good coverage.

Sludge Bomb, for some more coverage

Maybe Ingrain or Toxic, to get a nice advantage.

Mine has this for its moveset:

Power Whip: High power, STAB. The high power really makes up for the lower accuracy.

Stun Spore/Sleep Powder: Paralyzes the foe, which also slows them down. Or you can put them to Sleep with Sleep Powder. Mine has Stun Spore.

Crunch: Good power, high accuracy, decent chance to lower defense.

Synthesis: Used to heal Carnivine.

Assuming it learnt the egg move Leech Seed,
mine has -

Bind - hurts at turns.
Crunch - decent damage.
Leech Seed - helpful to recover health in addition to causing damage.
Power Whip (just felt it should have this attack rather than seed bomb :-) )
