Breeding occurs at the Pokemon Daycare. If two compatible pokemon are left with the daycare lady, they will produce an egg.In other words,yes,it will always be considered as the first evolutionary stage of a pokemon since they are all babies.Only some Pokemon needs an item to hatch to into it's first evolution and if it isn't holding the object it won't give you the first in the evolutionary line
