How do you get more friends in Black?

In your Pal Pad (key item), I tried registering many friends and I end up with one...what's causing that?

Well anyway the player's friend code is obtained when connecting to any place in the game having wi-fi compatible activity such as a wi-fi battle, the pokemon center, etc. Both players must register the code.

Make sure you save after you register them in your Pal Pad, that might be it.
