How I can pass the man who sells rage candybar in Pokemon HeartGold?

I beat team rocket and bought a rage candy bar, I think I have to get rainbow wing, if yes tell me where to find it, if not tell me what to do,please

You have to do all events before Blackthorn City.

• Get all Gym Badges (All 7 available, that is)
• Stop Team Rocket in Goldenrod
• Seen Suicune in Cianwood and all other places

I think there are more anyone out there if there are more either comment it or just edit it.

thanks, I didn't go to goldenrod city but I just remembered now in the pokemon silver I had to go there.

you first have to get the first 7 gym badges
then you have to beat team rocket in goldenrod city and mahogany town
then he should let you pass
