What is a boltbeam strategy?

Question

It may seem kinda obvious but I was never taught a lot strategy by anyone but myself. And by "myself" I mean sitting on the computer for endless hours reading every article about Pokemon strategy I could find.

May also be used for any combination of Electric- and Ice-type moves, such as Thunderbolt and HP Ice.

So it's basically a combination of T-Bolt and Ice Beam.(Or any Electric and Ice moves)

A Move Combination of both Ice Beam and Thunderbolt form the Combo called "BoltBeam".
