Manaphy @ Waterium Z
Ability: Hydration
EVs: 252 SpA/252 Spe/4 SpD
Nature: Timid
Tail Glow
Ice Beam
Rain Dance

How this strategy works: On the first turn use Z-Rain Dance then use Tail Glow 2 times and then sweep.

I think this set would work better in National Dex rather than National Dex AG.
Yeah. Manaphy isn't nearly bulky enough for NatDex AG, and is outclassed by Kyogre.
You'll probably get a better answer if you ask here: https://www.smogon.com/forums/threads/national-dex-ag-mega-thread.3672423/
Manaphy cannot afford to waste three turns

It won't!!!

As an offensive Water-type, Manaphy is outclassed legit endlessly by Kyogre, Kyogre-Primal and Arceus-Water. Even though that strategy might seem appealing, it ain't good in NatDex AG. Here's why:

  • Mediocre stats:
Manaphy has 100 base stats across the board. Now this might seem pretty nice, but it isn’t at all. With only 100 SpA, even after a Tail Glow boost, it wouldn’t be doing anything to things like Arceus-Water. Its defences are also meh. 100/100/100 is nothing to boast about. It’d get rekt on by almost all of the most common offensive Pokémon in the current metagame, namely Zacian-Crowned, Rayquaza-Mega, Calyrex-Shadow, Yveltal and more. Overall, it’s base stats remain bad for NDAG.

  • Relies on a lot of turns to deal even a little damage:
Seriously, this point is real bad for Manaphy. It’ll rely on more than one turn to setup, which’ll give the opponent time do do anything, Fog away hazards, set their own hazards or w/e. Its over reliance on a Z-Move, that also a stupid one, makes it’s condition even sadder. It’ll get revenge-killed soon enough with that pitiful bulk anyways, and these turns would drain all life out of it.

  • Outclassed as a Water-type:
As an offensive Water-type in NDAG, look no further than the aforementioned Kyogre, Kyogre-Primal and/or Arceus-Water. All three of them have their perks, and you can choose one in accordance to your team. Normal Kyogre functions primarily as a Choice’d or Dynamax sweeper, and is an extremely threatening Pokémon, as it can invalidate it’s checks and also sits on Arceus-Ground, one of the most common Pokémon in NDAG. Kyogre-Primal also functions as a wallbreaker/late-game sweeper, but it doesn’t have the luxury of an item, but has better stats. Arceus-Water is another beast that can setup on things like Necrozma-Dusk Mane and all and is very threatening after acquiring a few Calm Mind boosts.
These all Pokémon are, unarguably, better than Manaphy in NDAG. You might just want to use any of these, according to what fits your team.

That’s all, hope it helped!
And I can provide movesets for any of these Pokémon, don't hesitate to ask.
